Penny Vigneau, MSW, MBA, senior business manager for Finance and Administration at Oakland University, has been selected as one of 15 university leaders to take part in the 2025 P3•EDU Fellowship program.
As part of the fellowship program, Vigneau will participate in two in-person convenings to take place in New Orleans in February and then a graduation ceremony hosted by Georgia Tech University in Atlanta in November. In between those meetings, she will also take part in four 2-hour virtual sessions with the group and participate in leadership coaching sessions and peer learning opportunities.
The 2025 P3•EDU Fellowship will focus on innovation and partnership for enrollment growth including areas such as market research, marketing and lead generation, student recruiting (including international student recruiting) and employer relationships.

Mackey, OU’s senior vice president for Finance and Administration and Chief Financial Officer said upon learning of this honor, “Penny’s participation in this fellowship program will prove very valuable in our efforts to diversify revenue and bring budget stability to our organization. This is a great opportunity for her to collaborate with others in higher education and share new ideas with our team going forward.”
The P3•EDU Fellowship program is designed for individuals leading, or aspiring to lead, partnerships on their campus. Applicants must currently hold a supervisory administrative or academic role and are selected from public and non-profit higher education institutions from a wide range of institution types from across the United States.
A main goal of the fellowship is to give participants a set of transactional skills to effectively explore and lead public-private partnerships. These skills include: strategic procurement, financial and operational due diligence, pro-forma modeling, contract review and negotiation, post-transactional program implementation, vendor accountability, and proven partner management techniques.
P3•EDU Fellowship Director Karen Markel wrote in an email to Vigneau, “We feel your current role at Oakland University, along with your prior work experience, complements our selected group of university leaders who will explore Innovation and Public-Private Partnership in Higher Education.”
