With more than two decades of university finance and administration experience, Mackey has gained expertise in finance and budget management, human resources and faculty affairs, facilities management, policy administration and compliance, project and program management, and more. At CSU Monterey Bay, he has managed a $130 million general fund budget and a $780 million endowment since 2019.

“I am delighted that Steve will be joining us at Oakland,” said President Pescovitz. “He has an outstanding background and has demonstrated that he is entrepreneurial, innovative and has a strong fund of knowledge. Also, he is known to be collaborative and deeply committed to diversity, equity and inclusion.”

Pescovitz added that Mackey rated highly among CFO candidates also as a result of developing and implementing strategies to ensure short- and long-term financial viability of CSU Monterey Bay during the COVID-19 pandemic. This work included managing efforts to avoid liquidating the university’s investment portfolio and maintaining services through remote work assignments, employee training and business process streamlining.

Mackey, a disabled American veteran who completed 12 years of service with the U.S. Air Force, previously served as vice dean for administration and finance for the University of Southern California’s Dornsife College of Letters, Arts and Sciences; as executive director of the

USC Clinical Research Organization; and as director of research policy and strategic planning for the University of Miami.
